Sincere condolences. Captain Waters was one of my first and best Captains. He was a super nice, caring, people person who was a pleasure to work under. He was never too busy to take his time to help a “rookie” and always humble enough not to flaunt his authority. We worked harder not to let him down than we would have for others who tied to intimidate us. It has been over 32 years and I haven’t forgotten him and won’t. Pete Botto

My heart hurts for you all…I know you loved Joe dearly and what a blessing he was for all of you. I was honored and priveledged to have had him in my life as a child and will always cherish the memories of playing at your house growing up. I like to think that my daddy was one of the angels who greeted him in heaven. I have a mental picture of them laughing and doing what ever it is old fireman do! Joe was one of the finest men I’ve ever known and he will always have a special place in my heart and in my families hearts. Our love goes out to you all.
